Russ is an accomplished civil engineer with a proven record of leading challenging projects to successful completion and overseeing complex programs during his time in the public and private sectors. In his current role, he is responsible for a team of professionals that handle the delivery of construction projects of regional significance, like one of his recent projects, the Nexton Parkway interchange.

Elected to Summerville Town Council in 2021 to represent District 3, Russ is working to restore fiscal integrity to the Town by recognizing the Town’s actual financial obligations and working to control years of town spending that were not prioritized. In addition, he is working to ensure infrastructure is ahead of growth, that we identify cost-effective solutions to traffic problems, and to bring more bicycle and pedestrian connectivity to the Town while promoting alternative modes of transportation with an emphasis on safety.

As a community leader, Russ has worked to support local businesses, promote economic growth, and improve the quality of life of those less fortunate. He has chaired the Greater Summerville/Dorchester County Chamber of Commerce and the Dorchester Children’s Center. Along with his wife, Jamie Beckham Touchberry, they have poured their heart and soul into Putting for Parkinson’s for the last 14 years.

Russ is a graduate of The Citadel with a degree in Civil Engineering. He lives in downtown Summerville with his wife, Jamie Beckham, and their two children, Sage and Beckham. They attend the Summerville Campus of Seacoast Church.

You will often find Russ riding his bike next to Jamie as she runs, taking their golf cart around Town to enjoy all Summerville has to offer, or attending their children’s sporting events. Russ looks forward to continuing to serve the Town he loves.
